House of Lords Committee Opens Inquiry into Financial Services Regulatory Sandboxes

The House of Lords (Financial Services Regulation Committee) has launched an inquiry, with an accompanying call for evidence, into the use of regulatory sandboxes in UK financial services.

The inquiry will assess whether sandboxes are driving innovation and competition, and whether they offer public benefit and value for money. The call for evidence seeks views on topics including firms’ experience of participation, how sandbox insights inform the development of regulation for emerging technologies, and whether safeguards adequately protect consumers and markets — including new risks posed by the use of sandboxes to test agentic AI. The Committee will also compare the UK’s approach with sandbox regimes in other jurisdictions.

Responses are due by 23 October 2026.
